Designing engagement for lifestyle changes

Challenge: Engage citizens in exploring and adopting sustainable lifestyle choices while enabling the municipality to understand their needs, preferences, and obstacles, ensuring tailored support for their transition—all through a simple, interactive app.

Malmö Municipality, as part of its climate contract, aimed to involve citizens in a dialogue about climate action. To support this goal, RISE conducted research and created a digital citizen dialogue tool designed to encourage environmentally friendly behaviors. The tool not only motivates citizens to take action but also helps the municipality understand the support they need to make sustainable choices.

The purpose of the engagement tool is both to get citizens more engaged in trying out new lifestyle choices but also helping the municipality learn from what needs, wants and obstacles citizens have in relation to sustainable lifestyle choices in different areas of the city in order to be able to provide the right support for their transitions.

The app follows a participatory approach, using simple yes/no questions to quickly guide users through a decision tree, leading them to personalised challenges tailored to their needs. By incorporating elements of gamification, the tool engages citizens with carefully designed questions that explore key aspects of their lifestyles, allowing for clustering based on their responses. The content is structured around themes prioritised by Malmö Municipality—such as food at home, consumption, leisure in Malmö, commuting, and home maintenance—and will be gradually released in curated question packages, ensuring a dynamic user experience.
